The military base/research lab that is surrounded by woods that you access by dirt roads that has military zombies with military helmets backpacks and jackets, has 2 elevators on ground floor, and has 2 "armories" with ammo is southwest of Rosewood, more west than south. The wide highway is directly north of Rosewood and runs precisely east-west.

The military base sucks. Apart from the bags, the military base sucks hard. I just finished clearing the entire base and I was overwhelmingly disappointed with the loot I got. It's really a 1/10 base. Maybe 2/10, as it at least has a mostly intact wall. Other than that, it really has nothing going for it.
