Stoic is the number 1 best perk deck in the game, it allows you to tank so much damage, completely negating it with the press of a button. Anarchist is also a fantastic deck, however, it is not nearly as good as stoic, as it doesnt allow you to tank nearly as much as stoic does, having to output constant damage to live through situations that stoic can easily tank through.
