The Primaris already have Aggressors however Aggressors don't stand up to the durability or melee capabilities available to Terminators. +1T is a lot different from a 2+/5++ save. The Aggressors also wear Mark X Gravis Pattern armor, the same armor worn by the Inceptors. Inceptors don't fit the bill for Terminators at all.Terminator plate was a bit more bespoke than power armour, even at its height of production, so I imagine it can be adapted to the Primaris anyway.
