Jake brake not working on high.

I have a cat 13 motor with Jake brake problems. Jake brake does not work in level 1. It does however work in mode 2 and 3. I get the fault 121-06 low/hi retarder. I replaced solenoids, checked power, checked toggle switch. I am lost. I unplugged the connector to my toggle switch and still got the fault...please help!14liter Detroit Freightliner Columbia 2006. You can spoof the exhaust brake by disconnecting the twelve volt power supply and apply 112 volt direct to the solenoid. You should be able to see the valve actuate. The first thing that comes to mind is an intermitant problem with your clutch switch. I have seen this before. It the clutch switch or wiring is faulty the engine ECU may think you are pushing in the clutch and in turn will not allow the Jakes to work.
