Yes it can save storage, but dealing with filetypes that are already compressed, such as .mp3 or .jpg, it's completely useless. And map files have a plethora of those. It's a bit harder to do if you've never really used the editor, but really, it's the matter of simply choosing a beatmap, opening the "File" dropdown menu at the top left of the window, and then clicking "Export Package."
