From what I've experimented, the answer is no. The bloatflies at the begining of the game give the same exp (5~7 exp depending of your intelligence) be it on very easy, very hard or survival. Ouch, that sucks. But if it's any convincing to play higher difficulties, it's confirmed that legendary items drop rate depends on the difficulty you pick. Survival mode is WAY too difficult. My character will usually die in one or two hits, while raiders, I swear to god, can take 3 shots from a shotgun to the face.
