Of course EU4 is more difficult and completed because Vic3 is a completely new game. With 9k hours in eu4 and 500 in vic3 I can definitely say that eu4 is the more complex game with a higher skill ceiling, while the skill floor for eu4 is lower. The biggest (and sadly only) complexity of vic3 is the economy.
